Issues, Workarounds & Localization

been having a few issues lately which im unsure if its computer or eve related.

i have my computer set to performance mode (windows 98 style and no effects), nothing else running apart from chrome and a single eve client (no launcher) (avast and a few driver programs are running, they always run in background)

game is set to lowest graphics
cpu usage when the game is running will spike to 100% and usually sits around 30%+ and ingame fps when docked is going for 7-18fps (when i start the game i will get a good 65fps)

im not sure what the issue is so if anyone can shed some light on this to see if i can trouble shoot a computer or game issue would be much appreciated.

computer spec:

dell xps l702x laptop connected to dell u2410 external monitor via hdmi
cpu: intel core i7 2.0 quad core
gfx: nvidia gt 555m 3gig
ram: 8 gig (usage when game is running is 3.65gb)

heat monitor: http://gyazo.com/35efbc31d3ba4e4d7925a7d892452cb2 (this isnt really an issue as ive been told dell laptops will run hot anyway and hasnt caused any issues running thief and farcry 3 and plenty of other games, can run far cry 3 on high settings with good performance)

and i did use to be able to run eve on constant high setting, this is not really the case anymore
