If it's a PVP fit, as you say, then it's going to have ECM jammers, particularly if he's fit for 1v1 PVP. One solution is to set up to lock him before he locks you and use sensor damps to reduce his locking range, then kill him from outside his maximum possible locking range. This requires that you are faster than him, and can dictate range. Drones or missiles or long-range guns are your damage options from long range. Drones in particular are good, because they still work even if he does jam you. On the other hand, maybe he'll just warp away? In that case, you need to be able to tackle him (from < 24km or so). Perhaps a drone-based battleship like an Armageddon with ECCM in the mids, neuts in a couple high slots. If you can pin him down long enough to neut his cap down to nothing, then he'll lose the ability to jam you and you can finish him off.
