Am I missing something or is the SoE lore inconsistent?

something has been bothering me with the SoE lore and their ingame presence and I really wish for some clarity which of the 2 things mentioned in the title is it.
Iam not deep into the lore of eve but this is scratching me already on the surface level. The SoE are known to make scientific experiments and research around the EVE gate to understand it better. Said clearly in their faction description.
Now to the part that bugs me:
their actual presence around the EVE gate is zero.
Nearest stations of the SoE are Apanake and Shapisin and both of them are respectable 16 jumps away from the EVE gate.
What makes matters worse for me, the subfaction of the SoE "The Sanctuary" that is described as the center of their EVE gate research... all their k-space presence is located deep into nullsec. On the other side of the galaxy. Like whaaat? Ugh

Sooo is there any good reasoning in the lore which gives arguments that the guys that are researching the EVE gate intensivly are far far away from it? Because iam pretty confused by this matter Ugh

It's been a little while since I read the SoE chronicles, but I believe the primary focus of SoE on the whole is to provide neutral humanitarian assistance, and care to the injured/suffering in New Eden, as well as their religion. With research being a secondary, but important piece, that is necessary for them to remain neutral in engagements.

In-fact two of their three internal divisions don't primarily do any research into the eve gate at all, SoE, and the Food Relief corp. It's only the sanctuary that actually does any major research, and the research they do isn't exclusive to the Eve Gate. The black mountain chronicles seem to imply that the sanctuary also monitors troop movements, handles all of their cloak and dagger affairs, and develops their combat resistance/avoidance techniques.

They don't seem to have much of a detectable presence, even in the chronicles. They base out of normal SoE stations, presumably so that they don't draw attention. Also, since they are on such good terms with everyone in new eden they wouldn't necessarily have to have a station nearby, to be doing research on the gate. They could just as easily have small teams doing research from a blood raider starbase, in the new eden system, or in a nearby system.

Lastly, the eve gate isn't really something that's easy to study directly.

I believe this is part of the reason why they are studying artifacts like the Book of Emptiness (which just so happens to be useful for their primary goal as well), and other jovian artifacts. They are easier to study, and anything dating back to the time of the eve gate, or of Jovian origin could potentially provide useful information about the gate. And those artifacts don't seem to be hanging around the eve gate itself, they are scattered about new eden.

Anyways, that's my take on things. It's been a while, and I haven't been following the current affairs of SoE, so my information may be out of date. But you can find more in-depth information about the sisters, and the gate, below.
