Eve client goes bonkers in Caldari systems surrounding jita

Weirdly my client goes to hell when I enter systems surrounding jita. Screen begins flickering, freezing, and full of artifacts. looking like an overheating GPU like this pic. Thing is it exclusively happens in caldari systems surrounding jita, so I am not sure whether it is in fact a GPU issue or something else.

ideas?
