They have cybernetics 4.
Can t2 fit a tengu, has all prerequisites (HM t2 shield boosters, boost amplifiers, bcus)
Decent support skills.
Capacitor skills are both 5.
Over 10m SP with no wasted skillpoints.

I checked a ship fitting for tengu and it was all green checks, forgot ship skill isn't included. X

Due to server downtime I might run out of time. Damn the unannounced extended server downtimes.

Starting bid stays 6.9b, characters still have 11m SP and strat cruiser skill only affects overheating, I guess I can lower the price for 10 mil because that's a bit over how much strat cruiser skillbook costs.
