local and communication becon

Hello,

I wish we could destroy communication becon to put down the local channel of a solar system.

Maybe limit this to null sec and add a structure and BPO for anchor new ones.

I lost count of the number of remove local threads. Needless to say, there's a lot of them, and the search feature tells you so. If you don't want local, go to w-space. Much more friendly there.
