I trained up scientific networking to level 5 hoping to research some BPs remotely, and what I thought the skill meant was that I could have a BPO in system X and start researching it at a facility in system Y without having to drag the BP to that system.

However, when attempting to start the job I'm given a message that the job can't start and if it is in another system I should try moving closer.

The skill description indicates its range is now regional... Have I simply misinterpreted what the skill does, or am I doing it wrong?

Yeah you read it wrong :\

It means that if the blueprint is anywhere in the region you are in, you can do remote research and copying on it. But you have to take the BP to that location.

The skill is still useful, so not all is lost. If/When you get into copying and invention, it will be very useful if you continue to use NPC stations. However, this skill does not work with BP's stored in a POS mobile lab unfortunately.

Note, that to do remote manufacturing you need the Supply Chain Management skill.

the BPO and research facility have to be in the same system (e.g. you have a POS in say Jita* you can have all your BPO in your corp hangar in Jita 4-4, and research them at your POS so long as you're anywhere in The Forge).

The skill does not allow you to install a job in say Perimeter if your BPO is in Jita.

*Note -- IIRC you can neither own a corp office in Jita 4-4, nor set up POS in that system. Used for explanatory purposes only, since everyone knows Jita.
