But the two of them are very related to output.
Whichever is lower is the frame output you will see on your monitor.

:le sigh: This again ? The FPS thing ?

Ok, long story short:

* with vsynch on, indeed, you can not display more FPS than whatever your monitor refresh rate is, for obvious reasons

* with vsynch off, you can display as many FRAGMENTS of images as your video card can compute and send towards the monitor, causing visual "tearing" at the points the fragments touch one another (the more motion in the displayed scene, the more obvious the tearing)

* sometimes, even a "torn" display (as mentioned above) gives you better feedback as to what goes on in the game world and can be of some benefit in certain games, especially first person shooters (not exactly useful for EVE though, since the server "ticks" in 1 second intervals)

* the higher your FPS with vsynch off is, not always but sometimes (assuming it's at least double the monitor refresh rate and you have selected certain specific driver options, it's as good as always), THE BETTER THE RESPONSIVENESS of a game is when you turn vsynch on

* assuming you COULD get a monitor with an insane refresh rate (think, oh, 10000+ Hz), DEPENDING ON PERSON USING IT, you could still benefit from increasing your FPS up to 500 or even slightly higher than that
