If you are having trouble scanning down a null sec anom to only 85%, a) you have a terrible ship and equipment, and b) Improved and Standard Sleeper Caches would not be possible to scan down with that equipment.
They came out at the end of last year

1. If you find one of the new sleeper caches, those with moderate skills can be tough to scan down. Otherwise, use a ship with scan bonuses and get your scanning skills up.
