What does Positive Wallet mean?

In the character bazaar people advertise their characters as having a positive wallet. Does this mean it is possible to have a negative wallet? If no, then why advertise the obvious?

Yes, you can have a negative wallet, most drug runners will have a negative wallet, when they get caught by customs, they are fined and if they don't have isk their wallet goes into the red.

There are also occasions where people will be caught doing RMT and the isk is removed from their wallet making it negative.

I'm sure there are more ways but those are the two most common.

Main reason to get a negative wallet is being caught RMT-ing.

And it is forbidden to sell a character with such wallet or to not mention it.
So, to make sure you follow rules, people tend to mention all info, so that the buyer can never claim "I didnt know that".

The Character Bazaar rules require all sellers to disclose if they have a negative wallet (and basically they can't sell the character if they do). CCP has posted this as a rule, and people are just following the rules.

last I checked the punishment for the first offense of buying isk was isk removal and a temporary ban. Generally when people buy isk they spend it, this results in the wallet going negative.A negative wallet is a rather serious problem as doing most things in eve require isk.

GMs will sometimes reverse a scam if it is deemed to be an exploit or against certain other rules), and if you've already spent the money this is another way you can get hit negative. (Scams are not usually exploits, but impersonating someone is against the rules).

In addition characters temp-banned for botting will have any ISK generated by botting confiscated (and I believe GMs take 200%, although that could be in error). However, IIRC accounts with a botting ban in their history are ineligible to sell characters anyway.
