10% time dilation?

what is going in Jita? weekends werent as bad as yesterday and today. I experience time dilation of down to 10% with number of people in local under 2000, which is normal for Jita.
nobody in help chat could give a serious answer, and I dont see anything on the forums.
so what is going on and when is it going to get better?
