"Incertae Sedis" is part of the old "Ragnarok." RIP, and it's not like they are providing any content, or giving fights.

Fun story: I had my scout in some random guys farm hole, and I'm watching them, next minute, a new sig and K162 pops up with like 2 scanners on D and core probes, and I'm like hm interesting, then boom Devoter on scan. I'm gonna be watching a sitegank live?!
A minute later i find out that Devoter jumped in to close the 4 caps farming static (just caps not even single subcap support sitting like ducks in a site). So I jump to find out it's "Incertae Sedis" and they have like 15-20 dudes online, cloaking up and bringing falcon to protect their guy closing static of their static (was crit).

Hopefully some real hardcore farmers/pvpers replace that hole, that can make content for everyone.
