125mm Railgun BPO Seed

I'm trying to find a 125mm Railgun BPO, the only place in New Eden that I can find one is in Dodixie for 350K but all other small hybrid BPOs are available in multiple locations and are around 100K.

They also seem to be available in contracts for 25M +

Anyone know what's going on with this?

They're seeded by the Caldari Navy. Jita 4-4 has them seeded at 90,000 isk.
