NPC Null Sec and Development Indices.

Straight off the bat, I will tell you that I do not know all the ins and outs of NPC null.

However, I have come across quite a few people complaining about NPC null during my campaign. Essentially, it seems to boil down to them not being able to hold SOV, as in the benefits. They have almost all of the risk but very little of the benefits.

So, I thought:

Arrow What if NPC systems had development indices that can only be raised by people with high faction standing?

The scenario would be that say 100 guys goes down there and lives across a few systems. They run the missions over and over, live there but they do not get very good regular sites, mining and such, so they can't really build ships and fuel them to go out and take over SOV.
Now if they farm up their faction and run sites in the systems they could then get better sites.

Does this make sense?

EVE is becoming shallow and puerile; it will satisfy neither the veteran nor the "WoW" type crowd in the transition.

how about we wait and see the sov changes



and no they do not have all the risk when you hold sov you have the risk of all your hard work in taking and raising that sov to be lost

Okay, I will clarify. The run of the mill pilot who tags along and flies his ships around the system on a day to day basis has the same risk due to no penalties such in low sec or high sec.
