Station Transfer and SOV boost

I have been asking CCP Goliath for station transfer or unlock and SOV boost for PXF-RF for the past 3-4 days. Can anyone help with this and also in the future who should I ask, Goliath is always slow about this and I would like to be told a back up person in case he is busy, or not available. Sorry for asking this here but I am growing tired of waiting.
