Reduce alpha on Ishtar, mildly Nerf tracking bonus and range, but increase drone rate of fire to compensate for alpha. This would reduce the Ishtars ability to alpha just about everything below a cruiser. The Ishtar already has selectable damage type, excellent application, moderate-high alpha, t2 resists, and is by far the best HAC in the game. Maybe give it an armor hp/rep bonus and nerf its shields instead to bring it in line with gallente philosophy?
