Copys of all 4 sizes of the Higgs Anchor Rig give you the option to invent them. However, there are no T2 Higgs Anchor Rigs, and if you select the invention option in the industry window there are no input materials (aside form decryptors) or output materials shown.

So yeah, not really an issue, more of a small oversight in the database.
