Bought implant on contract and cannot sell - in unpackaged state

I bought a $100 mil implant on contract and I cannot sell. After reading old posts, it is likely an implant that was reimbursed by CCP and is in a unpackaged state. There is no way to repackage it. I can only create a new contract and pass the problem along. Ethically, I have a problem with this.

Is this a bug, an exploit or have I been scammed? I am not interested in plugging it in. I created a ticket and am awaiting a response.

Issue has been resolved. GM replaced the module with a packaged version. Thank you CCP.
