Vexor for highsec combat sites

Wait on the navy vexor until you have more isk. Consider spending extra money for faction drones, especially sentries, until you can fit T2 versions.

To avoid losing to rats, be ready to warp out when you get to half armor. Also, make sure you maintain range - don't let rats get close unless you know you can tank all their DPS. You probably won't lose ships to other players while doing PVE in a Vexor. But you will see more experienced players warp into your site and beat you to the faction loot at the end. Not worth getting mad at them at this stage -- try to learn how they blitz the final room instead.

A Vexor with a fit that's mostly well-chosen tech 2 modules is powerful enough to serve you well in PVE while being cheap enough that (quite soon) you won't care if you lose a few.

The skills you train to fly the Vexor well will also serve you well in the future if you fly the Vexor Navy Issue, Ishtar, Gila or Dominix, all of which are powerful, versatile ships.

Of course, if you can't afford to lose a Vexor, don't fly one. You will know your tolerance for loss - for me, I won't undock in a ship over 2 billion ISK and I exercise extreme care in any ship over 500 million. Depending upon your resources, you might do well to divide those numbers by 50 or 100.
