Launcher.exe launches infinite launcher

EvE Launcher attempts to launch infinite launcher.exe until system crashes or user logs out.

Has anyone experienced this?

I tried the repair tool twice, no issues were found.

Both of my client installs are affected. The cursor flickers between the pointer and the Windows loading Ring as the launchers spawn.
