Got scammed in my second week, with money from a PLEX sale Oops. Learned a lesson, won't happen again. Scamming is essential for the "gritty" atmosphere of eve where content is player driven. -1

Not even that, but it is essential that any attempts to counter scamming are done with the same level of tools as the scams themselves.

Unnecessary. The only tool you need to avoid being scammed lies between your ears.

Will I get banned for boxing!?!?!

tl;dr install a mechanic preventing / hindering scamming. With that noted sir, I am going have to ask you to leave eve and never return. Yes, can I have your stuff?

You should know that people that fall for scams have often a very distinct psychological profile that leads to them getting scammed over and over even though you would expect that these people learn from such mistakes; well, they don't in this case. So if you got scammed once it is to be expected that you get scammed again.

And even with such reporting and stuff you won't get rid of scammers because there are always people out there that are vulnerable to scams and always people that want to take advantage of others.

At least since it is out in the open and not punished there is a chance that such scam victims hear about it.

I guess from a psychological point of view player interaction in EVE would be far more interesting to study than in any other game Twisted

Wait wait wait. So, if I get the names of my competition in Jita, I can use all of my NPC/1-man corp alts to report them as scammers, and hurt their market privileges? No, this won't be abused at all.

Basically, you want to impose a system on all players to protect the drunk, the gullible, and the greedy. I really don't see why the player base needs to be punished to cater to those.

almost as bad as the archeage "get 5 people to use a report ability on a player that is totally cheating (no really, we trust youll only use this on cheaters) and they instantly become attackable for free so you can loot their goods", yeah it came with a "abuse is bannable" clause, but it was never enforced

letting players "rate" or in any way have their hands in the judicial section of EVE is asking for exploitation

(again, ArcheAge, was in a guild war against another group, and because we were the same faction, we got "crime points" for fighting, death meant court then prison for anywhere from 15 minutes to 8 hours being locked out of the game, and because the other faction was bigger what did they do? spam the jury box so every trial was ran by their guild, so all their guys got off free and ported back into the fights, while our guild was sentenced macimum jail taim for everything every time, Trion's response? "working as intended")

so again, hell no

I would extend this to pretty much every single "public review" application out there as well.

It's pretty easy to trash your competitors if you know enough people... and make your own business look good.
This is so endemic in fact that sites like Yelp offer up a "monthly service" to retaurants/clubs/service establishments to surpress bad reviews and write their own reviews in support of the place (yes, this is an actual thing... yes, it is perfectly legal... it is part of the reason I got out of the industry).

Before you waste energy coming up with the finer details of the punishment system, you need to give us an alpha release of your punishment detection system and let us help you develop it. You need an effective method of determining who is a scammer (including peer-reviewed) before you can talk about what punishments to dole out.

FT Diomedes: "Reaver, sometimes I wonder what you are thinking when you sit down to post."

Frostys Virpio: "We have to give it to him that he does put more effort than the vast majority in his idea but damn does it sometime come out of nowhere."

most scams are pretty much obvious really. And unraveled if you ask one major question:

Why is this player selling this stuff for such a low price when they could drop it on buy orders and make more isk than they are offering in the sales pitch they have.
