Don't have the SP for it, but is there any way to insta-train all the skills and jump into a Chimera?

No.

The best you can do is take part in the mass test events on SiSi that hand out free skillpoints (for use on SiSi only) and build up the necessary skills that way.

However, those points don't last forever and will be wiped the next time a full copy of characters is made from TQ.

The other option might be to look at the new on demand download system that is available on Duality. I'm not sure what has been done with characters there and what is available, but I would suspect it's a no go.

Eve is not an instant gratification game, so getting into a Chimera is going to take a lot of time. Time that is not at all wasted. By the time you are able to fly one, you should hopefully have not only the skillpoints needed, but also a heap of other skills and importantly, the player knowledge and experience not to lose it immediately.

nope. all you can do is wait until CCP declares a mass SISI test, participate in it, and usually CCP as a reward gives out 1 or 2 mil skillpoints on SISI that you can apply to whatever skills.

Alternatively, you can train the carrier skills on the main server tranquility, and CCP does a regular mirroring of TQ characters to SISI. they do it every half a year or so I hear. if you have skills on your toon when they mirror the database, you will have the skills on SiSi.

More important question: WHY do you WANT to fly a carrier specifically a Chimera?

It's sisi.

Who cares about killmails on sisi? Capital killmails there are a dime a dozen, and even super/titan killmails are pointless to brag about.

Not to hijack but on the same topic, are carriers seeded on SISI or would I need to own one on my TQ char?

Yes, carriers and dreadnoughts are seeded on SISI. Supercarriers and titans however are not.

They are so pointless to brag about, even mentioning that they are pointless to brag about, is pointless.

For that matter, mentioning that mentioning that it's pointless is also pointless. As is mentioning that mentioning that mentioning is also pointless. And then of course, mentioning that ...

... aaahhHHHHH!!!!! IT'S ALL POINTLESS!!!!

in a manner of speaking there's really no reason why a person cant be given any skill on SISI. as mentioned above SISI doesn't obey the same conventions as TQ. Is it conceptually dishonest NOT to let a person test out a given ship considering the many months of training to fly that vessel?

for me Im training for capitals now on TQ myself, but that's because I've already trained literally every other command skill to 4.

No? We even have processes (as discussed by others above) to allow people to greatly accelerate their SP potential on Sisi. Worth noting that the last 5 mass tests carry over each time we mirror (last 5 conducted, not last 5 you participated in) so if you attend each one you should be looking at 10m SP per mirror to do what you like with. If people could simply magic themselves skills, then we'd need to create a user friendly tool for management of this (moveme bot channel is close, but not there all the way), and maintain that tool, and receive no serendipitous testing of the skill queue, different levels of skills, etc. We are currently looking at more tools to give to players, but free skills are unlikely to be on that list.

So pray tell what options those of us in the US and other non-MT friendly TZ's have at our disposal?

simplye option would bue double or triple speed up training and speed up supers building time too. the moveme bot is good but would add
soveregnity - boosts your claimed soveregntiy systems
jumpclone - skills for some corp/faction to allow players get their clones quicker , when you are out of 6-c and moveme bot is dead you have to shuttle around to 6-c :D.
speedup - skill training time speeded up

on sisi if you want build supers for testing on big battles just 4 fun you have to beg ccp/gm to boost your soveregity to start producing them, the sov bump bot could be handy .as noone would need to ask for their sov bumped.
