Amarr currently dominates Minmitar by holding 100% of the systems.

And the Gallente and caldari are fairly tied, I'd say with gallente having a slight lead.

W&T is defined as: "This is the home for PVP in EVE: including Factional Warfare, 0.0 campaigns, low sec skirmishes and empire wars. "

It's not a pure FW forum, and it doesn't address questions about FW politics. Those should reasonably be answered in CAOD or C&P, but it's a bit unlikely. The OP is asking about the politics/balance of FW warfare rather than how to farm LP or fit a ship.
