I suppose it depends on the day of the week. I seem to remember a thread not too long ago claiming we all ran cheap meta 4 fit T1 hulls.

Being as the OP want to buy* a PvP "toon" that has at least 15m SP and his budget is 5bill it's no wonder he is complaining about other players having too much isk.

As 15mill SP is about 7 months training and the seller pays the transfer of 2 plex, that's 7 plex for 7 months training plus another 2 plex for a total of 9 plex = 7.65 bill and the OP is offerring 5bill I think he must be on some good stuff.
