If these ships could not siege/triage or activate industrial cores. Also, trade hubs are not defined in code, except for school stations where skill books are sold. Therefore, as a player construct "trade hubs" can not be singled out via current m mechanics to prevent caps from traveling there. I would be against cynos in hisec but gate travel would be fine.for

Restrictions based on security status of the system would apply. Limiting capitals to systems 0.7 and under would not only protect the majority of trade hubs and all rookie systems, it would be somewhat in-line lore-wise with the previous restrictions on POSes in hisec.
