It says:

Implant set bonus: 50%

Does that mean that all other implants gets a 50% bonus ?

I think it meens that if you have both the ca-1 and ca-2 in your head, you get the bonus. Just like conventional implant sets. However, the ca-2 doesnt seem to be sold atm.

I imagine the other implant will be gifted around christmas time. I imagine these implants are just a way of getting lower skilled players into the new Tier-3 BC's.

Do you guys know if the 50% set bonus applies to the perception/intelligence boost (making it +4 when you have both)?

Set bonuses are always to secondary atributes.

Also yes bonuses only effect the secondary attributes.
