I've been watching some solo PvP videos on you tube. The scimitar and excheqour or whatever that make is were taking down some other cruisers and frigates, and some battle cruisers I think. There are no weapon bonuses on a scimitar, so how is it that a scimitar can take down anything? Does anyone have any experience flying a logi as something other than logi?

Just because a hull does not have bonuses to weapons, does not mean that you can't fit weapons.

They also have decent drone bays as well.

Logistics ships have generous fitting space and small signature radii. That goes a very long way.

The solo pilot you are watching also knows how to use game mechanics to his benefit and really knows how to fly his ships.

CCP should add more NPC 0.0 space to open it up and liven things up: the Stepping Stones project.

There's also the benefit of assumptions like those made in the OP, people will rush to take out a logi both because of its strength as a support ship (and possibly assuming a pilotting error) and because it doesn't look like a good combat ship. People who are rushing often aren't thinking... and people who aren't thinking will often make mistakes that a pilot who is thinking can capitalise on.
