Heat damage on capital launchers is broken.

Moros:

Blasters - 3 HP
Railguns - 3.6 HP

Rev:

Pulse: 3 HP
Beam: 3.4 HP

Naglfar:

Autocannon: 2.1 HP
Artillery: 7.2 HP

Phoenix:

Cruise: 16.3 (14.26 meta)
Torpedo: 16.3 (14.42 meta)



Phoenix needs some love. Even if you're comparing it purely to cycle time they should be more than half of the current value, about the same as artillery, even less for torps.

Launchers went to 100% heat damage in 4 cycles. Oddly enough the launchers still function at 100% heat damage but I haven't tried heating past it. I don't know if that's just a display bug with rounding or specific to the launchers as I've never seen a module past 99% that wasn't greyed out.
