Level 4 missions and DED sites

Assuming my best character has 17.7 million SP and can fly any and all minmatar ships below BC t2, what type of ship should I need to do L4's alone? Also, what are ded sites and what should I expect?

Depends on where those sp's are.
general rule of thumb for missions is

L1 frigate
L2 destroyer
L3. Cruiser / battle cruiser (depending on skills)
L4 battleship

Almost exclusively on combat for medium and small projectile. Can I use an HAC?

HAC is a "maybe". It really depends on the type of L4 mission you get.

A T3 will do though.

More on point though, is weather or not you(op) can do one in a hac.
people do lvl4's in assault frigates for the lols from time to time , and they're able to because they know their ships really well , and know exactly how best to do the mission.
iv also seen people lose absurdly expensive ships in missions because they ****ed up.

Check this site ( http://eve-survival.org ) beforehand and you should get some ideas as to what you can expect

I would suggest

L1 - frig
L2 - cruiser
L3 - battlecruiser/battleship
L4 - battleship/maurader/T3/HAC

Obviously check online for proper fittings first.

DED sites are combat sites that you have to scan down.

DED (or Directive Enforcement Department) sites are given ratings to indicate both their difficulty and the maximum size of ship you can use to access them with. They are rated #/10.

Arrow1/10 - Frigates
Arrow2/10 - Destroyers
Arrow3/10 - Cruisers (except Strategic Cruisers)
Arrow4/10 - Battlecruisers (except Strategic Cruisers)
Arrow5/10 - Battleships and Strategic Cruisers
Arrow6/10 and above - no restrictions.

The risks and difficulty scale, as do the rewards. You can also earn an escalation or expedition from clearing a DED site, which you'll get a pop-up notification and a Journal entry under the Expeditions tab.

DED sites have a chance to drop DED modules and rare blueprint copies, along with a higher percentage of faction modules and loot.

The combat sites that appear as anomalies are also technincally DED sites, but you don't have to scan them down and they don't have any ship restrictions. You can also earn escalations from these, and they will then have the DED rating.

Battleships are more forgiving of errors than tech 2 cruisers, but longer range fitted tech 2 cruisers can definitely complete level 4 missions.

Just be aware that you need to keep moving. Level 4 missions are oriented toward battleship tanks, and HACs have much less raw hitpoints than battleships do. However, HACs are harder to track due to their lower signature radius and higher speed, and thus harder to hit when they are moving.

You will probably find it more efficient to spend a couple days training Minmatar Battleship to 3 and the large projectile weapon skill to 3, but that is your choice.

I'm not a missioner so I can't say anything about that, however I run DED 5/10 and 6/10 in a hac without problems. Do be aware though that these sites are in low sec, so you need to pay attention and you need to be prepared to lose the occasional ship to pirates. The income from the DED sites more than covers your occasional loss though.
