looking for lvl 4 ready tengu or battleship 2.5b isk so anything less so yea level 4 mission ready ship been gone awile soim out of the loop flying in caldari space with caldari skills

You can swap one painter for a prop mod of choice depending on the mission and obviously if you don't have T2 sentries lights and mediums will work fine too. The faction shield booster is extremely cheap and is required for CPU reasons. Pretty basic cookie cutter L4 Raven, dps and application is quite good for a standard T1 BS.

Train up basic heavy drone skills?

Rattlesnake

Highs = Cruise Missiles and Drone link
Mids = 3 slot tank, MJD and Omni links
Lows = 3x CNBCS and 3x DDA

Rigs = either rigors, Sentry damage (if you have sentry V) or CCC if you are really scared

Warp in to mission, launch a Gecko, load auto targets and make a sandwich.

No seriously, Rattlesnake non-pith fit is under 1bil now. There is literally no reason other than lack of skills to fly anything else at the moment until they nerf this thing. Unless you want a Golem so ewar is never a hinder (it isn't in the Rattle either).

2.5bil is a very generous limit. Dato Koppla's raven fit is a pretty decent start, I'd probably start with that to get back into the game and used to playing. Then I'd buy this: EFT is saying 1.9bil, so you could probably buy the raven and this for under 2.5. Id use the remaining isk on missile implants. It might also make sense to drop a shiny mod here or there to bring the cost down, and/or add a little more tank. RF target painters are 20something mil, and the booster is around 50mil. Most people use 3 faction 1 t2 for damage mods as the extra 90mil in cost only makes a 7 dps difference, and a ~50 damage volley difference and there is very rarely a time that makes a difference.

A rattlesnake isn't a bad option either, heck even with a pith fit you could probably stay under 1bil isk. Pith x-l boosters are very cheap, and specific hardeners are pretty cheap too. Although it really doesn't need it so I'd rather buy shiny damage mods.
