Why does death cloning back to your school give you 1 year cool down?

The total Frig + Dessie combo comes out to around 50m ISK: http://puu.sh/daIRB/092a346e55.jpg (it's going to be a bit higher as ECM and Missile skills were not sold in the station I was near). There are probably also a few skills that I missed, I simply went off the top of my head regarding what is useful to have as a newbie (besides "everything").

There are several skills that I personally consider a part of a "newbie pack" that others won't necessarily put in there:

Advanced Planetology @ 7.5m ISK
Customs Code Expertise @ 3m ISK
Thermodynamics @ 4.5m ISK
Nanite Operation @ 1m ISK
Nanite Interfacing @ 5m ISK
Medium Drone Operation @ 100k ISK
Leadership @ 20k ISK
Armored Warfare @ 100k ISK
Information Warfare @ 100k ISK
Siege Warfare @ 100k ISK
Skirmish Warfare @ 75k ISK

That's about 21.5m additional ISK that you can shave off, right there, so even with ECM and Missile skills tossed in, you're looking at a whopping 25-30m ISK for a full frig+dessie newbie skillpack.

Surely your nulsec group can afford to keep a few of these packs available at your home station, no?
