Faction Standings mission every 16 missions regular missions?

Do all LEVEL 4 Missions (Mining, Security, Distribution) count towards the ONE faction mission?
or
Is it per each type of mission run?

I.E.
6 Security
10 Distribution
all equal ONE Faction Mission?

Per any mission you should get a standings mission related your faction from a nearest storyline agent of your 15th agent unless I'm mistaken.
That is what you get is called a storyline mission and declining it gives quite a hefty sanction to your standings.

The question is more specific to

1) If I do ANY Level 4 Mission, no matter what type of mission - be it a Distribution mission or Mining Mission. Will each mission count towards the Level 4 Story Line Faction Agent Mission you get every 16 missions?

Per faction and level only.
So 16 missions of the same level for the same faction will get you a storyline mission of the same level for that faction.

Declining a storyline has no effect at all on standings. Failing or cancelling the mission once accepted is what gets you the standing hit.
