can roqural's now like other capitals use jumpgates/stargates?

It's possible none of us know. I certainly don't.

The majority of those that do want to be on the gate when you attempt to jump, successful or no.

Someone useful will be along before too long I've no doubt.

Three posts to tell me, who gives zero ***** about Rorquals that I can find out from a devblog. I'm sure the OP is as appreciative of the support as I am.

/me injects whatever the **** it is that lets you sit in a mobile gank-magnet that provides little more than a % boost to mining income which is the sum total of SFA when compared to pretty much every other income source ingame.

Today -- NO

December 9th after RHEA deployment -- YES

CCP's sand box is EVE Online.  The sand is owned by CCP.  We pay them a monthly fee to throw the sand at each other.  That is all that is here, so move along. Nothing more to be seen.
