This is completely a theorycraft concept, but I've been trying to figure out for awhile a good build for brawling in Minmatar ships. The idea is to land on top of your enemies, scram + web them, and then chew them up with autocannons. The problem I see, is that the build risks getting kited. If someone has a way to fit a 10MN microwarp drive on this thing, please let me know. Or if this build is just bad in general, please let me know why.

This build takes advantage of the following subsystem, in order to set up a spiderfleet What I mean when I use the term "spider fleet" - is that each Loki brings a remote shield repper in the utility high, and every ship is both the DPS and the Logistics support. Each ship also has tackle. I could be shoe-horning this thing into doing too many jobs all at once, but hey, that's why I'm here on the forums posting this for peer review.

Well, first off, your EHP is quite low for a T3, and the RR tank is thin. You have to be very close to eachother if you want to pull this off, and still its very prone to mistakes. Shield fit lokis are either for PVE or the occasional tinker tank you see in tournaments. For general pvp, an armor loki is way better suited:

[Loki, AC webber brawl]
1600mm Reinforced Steel Plates II
Damage Control II
Armor Kinetic Hardener II
Armor Explosive Hardener II
Republic Fleet Gyrostabilizer
Republic Fleet Gyrostabilizer

Domination Warp Disruptor
Federation Navy Stasis Webifier
Federation Navy Stasis Webifier
Experimental 10MN Afterburner I

425mm AutoCannon II, Barrage M
425mm AutoCannon II, Barrage M
425mm AutoCannon II, Barrage M
425mm AutoCannon II, Barrage M
425mm AutoCannon II, Barrage M
425mm AutoCannon II, Barrage M

Medium Trimark Armor Pump II
Medium Trimark Armor Pump II
Medium Trimark Armor Pump II

Loki Defensive - Adaptive Augmenter
Loki Electronics - Immobility Drivers
Loki Engineering - Power Core Multiplier
Loki Offensive - Projectile Scoping Array
Loki Propulsion - Fuel Catalyst

Warrior II x5

You will never be kited inside point range with this fit beceause you have the insane long range webs the Loki Electronics - Immobility Drivers subsystem give you (35 km (45,5 heated) with maxed out skills). In addition, this fit brings you over 100k EHP before links/implants. If you really want to go cheeky, downgrade the guns to 220 and fit an oversized afterburner. It will get you at MWD lvl speeds with better cap, or, just fit a MWD. I would bring some dedicated logi with this, its not a very cheap fit, and pick your targets well.

Use the Rigs to give the fitting requirements neccessary for the MWD in place of AB, pull tracking computer for cap booster (you will not be stable with MWD) switch fuel catalist for Nanofiber (turning will be very important to keep in range of remote reps especially come Rhea) if you can, fit an upsize RSB (make sure people know to toggle it don't let it run). If fitting is still an issue with rigs downgrade to 220's, in fact just downgrade to 220's, at brawl range they are better because they will more than make up lost paper dps due to tracking.
If you are still worried about kiting have one Loki fit the Webifier bonus subsystem (gives 35km web range with fed navy webs) and long points
oh and projectile scoping array, concurrence registry is for Arty
