POCO taxes question! Please help!

Recently, my coalition has acquired some customs offices in high sec, and I have a few questions regarding the mechanics of the taxes.

1. If I set the POCOs to allow access based on standings, (Ours are set up so that -10 cannot use it, -5 and neut are at 5%, and blues are at 0%), can anyone who is not red use the POCO? The real question here is: Do the various corps that use the POCO have to be set officially neutral, or is it assumed that they are neutral, and are taxed as such?

2. If I dont allow based on standings, does that mean that if they have NO standings with my corp they can still use the POCO, or, once again, are they assumed to be neutral?

All entities that have no standing is assumed to be set 'true neutral', the same as setting an entity to a '0' standing.

So:

1: Anyone who is red cannot use the POCO at all if you've disabled red standing access. Various entities that have no standings set will use the 'neutral' settings.

2: If you disabled access for 'neutral' entities, no one except those you've specifically set standings for to anything other than true neutral will be unable to use the POCO.
