Low Sec -- Changes to local channel

Ok

Was chatting away on comms being a kind local pirate helping people get home easy when i had an idea..


Take Low sec into a cross between highsec and wormholes... "hear me out"..


There is no default local in low sec however, upon agro you appear in local for a set amount of time.
Also the removal of GCC in low sec.

So for eg..

Im in a 0.4 and help a guy on his way back to Jita by pod express this no longer gives me GCC however i would then appear in the local channel for 30minutes.
this time then reduces depending on the sec so
0.3 = 20 mins
0.2 = 15 mins
0.1 - 10 mins

Null sec stays as is, after all Wormholes are compeltly no-one in local

The removal of the GCC would be replaced by with a Local criminal flag. however the usual gate guns/station guns would only apply in the system of the criminal action, so if your roaming you can jump into next system and YOur LCF would no longer mean guns shoot you on gate. However you would still appear in local for the length of time depending on your original crime.


Bonuses to players

Pirates. The ability to hide in local, gate camp, hunt people , roam without being seen as easily.
Carebears/Non- Pirates, means they can happily sneak about low sec doing their own thing, be-it mission/pi etc... i would hope that extra bit of safety would increase population in low sec, after all without correct use of the ship scanner guys can mine away to hearts content.
