You don't. Manufacturing makes Meta 0, 5, 6 and some 7/8/9. (and a couple of Meta 2 cap modules as an exception)

Try this,

Capsuleers have almost totally closed market revolving around capsuleer goods because

A - The rest of civilization has sanctions against capsuleers
B - The lore explanation
C - No one has thought about it yet

I can't think of a plausible reason why meta 4 cannot be manufactured

I hope A & B are the same thing though I don't have that much faith in lore due to the preoccupation with trying to make us in awe.

As for substantial profit margins from buying and selling T1 modules, they can nerf it as much as they want, I'm still going to select the whole lot and click reprocess.

Stop trying to reason through it. Think about it: you use up blueprints when you make items. What the hell kind of sense does that make?

Meta level items cannot be manufactured. This is a gameplay decision, the lore has nothing to do with it.

What's wrong is the disparity between the way people communicate with strangers face-to-face versus online. In the latter case it seems all notions of respect, dignity and thoughtfulness are thrown out the window and it's typically by those who are the shyest and most reclusive in the real world. The regulars on this forum are a perfect example of that. Wheaton's Law, please.

Again: If I've misinterpreted something here I deserve a foot to the mouth for that, but I wouldn't say squat if it wasn't a repeating pattern for the offender.
