I don't recall where it's explicitly stated, but the reasoning is that CONCORD does not permit having multiple active copies of the same person at the same time. It's certainly possible and in some cases that rule has been broken (like with the Broker, and supposedly also with Blooders and Sansha), but the laws are only one copy of a person active at any one time.
