I can not find any difference between standard Rorqual and Rorqual ORE Edition.

Yet BPC of Rorqual ORE Edition costs about 250 mill ISK.

What am I missing ?

The ORE Development edition BPC is a limited edition item - it was part of the EVE: Second Decade digital stuff.

Because there is a little cache to it it has a value and because it's so limited the value is relatively high.

It's just a skin for the regular ship.
