That already falls under "harassment" and will get them banned. This only applies to situations and actions which go further than what "Your rights end where my feelings begin" contains.

Have you ever seen a -10 person in highsec?
CONCORD and the faction police come after them whether they've done anything or not.
Just simply being there is enough for them to attack you. You get, like, a couple seconds to warp off the gate.

But, oh.... don't trust what the PvP'er/Pirate says about being -10. I've only actually been -10. No way I could POSSIBLY know what it's like.

No...I've never seen a -10 sec in highsec....I heard they are like dinosaurs and dodo birds, we just hear about them in stories but they don't exist anymore.

It's not like they hang out in Uedama on a daily basis, get neutral alts to bump a freighter off align, and then warp -10s in for the gank. And the -10 who ganked my autopiloting shuttle, I think it was a figment of my imagination. It's not like entire ganker alliances routinely operate at -10 or anything.

PS: you can instablap a shuttle in almost anything that can fit guns.
Also: you shouldn't be autopiloting. That's bot-aspirant behavior.
Also: nowhere in EVE is safe. You don't get a GCC when you're -10, because you already effectively have a GCC just by continuing to exist.
Also: just so I'm covering every base, a WT isn't -10, and are allowed to shoot you in highsec.

I can autopilot whenever I choose to, thank you. It has precisely nothing to with botting.

Being -10 is not a GCC. All -10 does now is get some faction police to (slowly) chase you. You can still move around and gank. GCC means CONCORD instantly jams you and blows you up. The 2 are completely dissimilar.

My idea was for longer GCC timers for lower sec status post gank - that is all.

The start date of both of these colorful characters notwithstanding, Veers is talking about pre-Retribution pre-Crimewatch 2.0 Global Criminal Countdown, whereas the newer Criminal Timer is in all respects the same as being a -10.

No need to flash credentials when having an argument. Just argue the point itself.

Veers, they got rid of GCC because it was a nuisance to lowsec PVPers and it essentially destroys content for 15 mins at a time. Sure, people sit around for 15 mins with the current system, but it's not a binary "dock or die" sort of choice.

Edit - to be charitable, since I suppose if you REALLY tried you could misconstrue my suggestion....it was to tie the length of the GCC timer you get POST gank to your sec status PRE GANK. So a -10 who ganks gets a 6 hour GCC timer, but if i gank as a +5 I get the current 15 minute timer.

If I could change one major thing, I'd redesign mining, to make it interactive and not AFK-able.

One minor thing: I'd have wardec fees scale with the size of the corporation declaring war, rather than the size of the corporation having a wardec made against them, so small wardec corporations would be viable.
