Missing GUI.

So I got back into Eve again this week, and noticed that there are missing GUI that is there on my brother's client.
The most annoying is that I am missing an entire section in character customization.

As you can see, the option to edit coats and such is entirely missing. I wanted to change my jacket to a cool Amarr robe but I cant because for whatever reason I am unable to edit that part of my characters clothing anymore.
