If you're using the winter preview eft it's missing the 5% damage increase to blasters, and drones on the talos.

What are u talking about hail has no falloff penalty , so it has the same range as emp-> -30% tracking for +10% or more dmg over repulic emp, and cheaper. It is a matar buff after all.
