A stealth ship's main weapon is its invisibilty... No matter what people say...

If you really wanted something like this to fight against AFK cloakers, then you would have to make its effect from something that you had to anchor and then make it completely out of glass...

Sounds like a viable idea: say, an anchorable decloak-bubble with a 100km radius. You can anchor it in randomly-occuring sites, deadspace pockets, at celestials, near (on grid with) a POS or stargate (but not too close), customs offices, infrastructure hubs, etc. It would have just enough EHP that a bomb would take it out.
