Skills missing from frigate mastery certificates

I created a alt that I intend to be a frigate specialist. I set up a skill plan based on the level 3 mastery certificate for the various races primary T1 frigates (Condor, Rifter, etc.) to get started (2-3 months worth), but I noticed that some obvious skills are missing including all rigging, spaceship command, and propulsion jamming.

Has anyone tried to base a skill plan off of these like this and found more omissions that should fall into the basic skill set for flying all t1 pvp frigates. I plan to let him train awhile before using, but when I do start playing him I would rather not be finding I am missing a bunch of fundamentals.

Note, I also merged the eve university's basic recommended skills skill plan on their website and it added perhaps an additional day of skills.

I have 127.5 million SP, and I still have some level 3 frigate masteries [because of exploration skills, though I lived in w-space for ~2.75 years.]

Masteries are not intended to be a comprehensive list of skills to train, rather masteries are a general indication for people that are at a total loss of what to train, and also intended to help set goals if you can't do that for yourself.

Example of a skill training guide:

The Why

The concept, and the reasoning behind it, was related to me a couple of months ago by t0nyG, who in turn had heard it from Hammer, and my immediate response was "why haven't we done this already?". The "problem" it seeks to address is one of EVE's strengths, namely the depth and complexity of the skill system. For most veteran pilots it's a familiar and comfortable collection which allows them to customize and specialize their character(s). However, for many newer players it's a Byzantine labyrinth of requirements, dependencies, unexpected dead-ends and skills which appear superfluous but are, in actual fact, crucial.

In short, while "overwhelming" can be good in moderation, it can be taken too far, and the presentation of the skill system is one place where there's room to scale it back a little. (Without, of course, dumbing down the system itself, as it's doing several other jobs extremely successfully).

I fully recognize the limitations of the masteries, hence why I asked the question I did.

The reason I started with the L3 Masteries is because all the included skills appear essential without any wastage. There is a possible exception with the 4 shield compensation skills, amplifiers are rarely necessary, but since it represents only an hour of training for all 4, this is insignificant. Note that I only included what would be considered dps and tackle frigates, not exploration, logistics, or other such.

Your link to the newby skill plan is helpful though, I will go through it for all frigate related skills for ones I've missed.

The goal is to reasonably fly any racial t1 combat frigates so I can get a good idea the pluses and minuses of each hull and weapon system before I specialize the character further. I kind of skipped pass frigates when training my main like I imagine many do, and rather than divert her training from medium ships, created this alt.

I too base ship skill training on the masteries for that ship. But I found that in general, the basic skill(s) required to fly the ship (spaceship command, racial ship type, possibly others) which in the ship info are under "requirements" rather than mastery are missing. So I add those in. Also, I've found that if you do the masteries for the rookie ship to level III, you'll have most of what you need for the T1 ships up to at least cruiser level, and almost all, if not all, for the T1 frigates. So that's where I usually start.

All that said, there are likely to be some additional skills or skill levels needed for specific purposes. For example, getting Vindicator requirements and masteries to level III won't get you all you need to fly that ship in Incursions, and may get you a few skill levels you don't need for that purpose.
