What you're talking about here and what you were talking about before are not the same thing. Yes, Sherlock, BUT WHAT IS THE DIFFERENCE? According to you it's just a game...so why is it "harassment" to chase someone around from system to system bumping/ganking them? If it's just a game, and has no emotional impact, it shouldn't matter. They could always hire mercs, fight back, play on alts, dock up, etc..... Obviously CCP doesn't think it's all "just a game."

Incorrect. It consists of all CODE compliant miners and haulers. In the hauling department, I myself haul while at the keyboard and in possession of a permit, it's why I have never been ganked despite frequently running with 3bil+ in my cargo hold. (Daredevil webs ftw)

Well, congrats to you then. I, with what I would suspect to be 99.9% of other people who have tried hauling, find it so miserably boring that it is virtually impossible to do while at the keyboard. In my case, I'm just willing to pay more on the local market and let others haul.

I think CODE gave up on that one. After deciding it was too hard to actually kill incursion runners it was decided to just grant all of them a blanket amnesty from needing permits. Elite PvE and all.
