So first assessment is that this was a Piratepirate low sec characterPirate. big negative on price because it can't go into empire.
skills show promise. good pvp skill set. not sure what your kill to death ratio is, with a character like this Pirate if you have a high lose rate you will probly only get 10bil max. I like the name pretty straight forward, and capitalized.

so with that. 10 - 20 bil

i know its pretty broad range but you have a lot of possible negatives or possibly positives.

but in fact this is a pirate (why was?)
about my ss - it can be easily lifted from -9.9 to 0.0 If i decide to sell

what abut price if ss is 0.0 ?

most problems with selling a low sec character is that it will be a 0.0 isk with no assets so it can only be in low sec. so from a buyer stand point no matter what i plan on doing with it, its a turn off and hard sell.

with a 0.0 easier sell still depending on your kill to death ratio. I.E. if you have below a 50% average your looking at lower range of price. above 75% your looking at the upper range.

14bil -20 bil
no less then 15bil
