Is cloaking 5 of any benefit on a recon ship since they get the reduction of lock time after decloaking of 5 seconds or is it not worth training.

It's really not worth training unless you have so many sp you don't know what to train anymore.

Well I don't consider myself an expert on Eve by any measure and like most questions around here I figure the best way to answer this is " It depends on your play style" and such.

But as I sit here thinking over what you lay out I can't help but imagine how valuable that 5 seconds might be when you are trying to ambush miners/industrialists that are smart enough to remain aligned while working.

The reduction really only applies to non-covert cloaking ships, since covops, bombers, recons, cloaky T3s, and even blockade runners have a fixed decloaking delay that is not modified by that skill to my knowledge. To anything but a black ops it would not really be major enough to be worth training for in my opinion. And if you're flying a blops, you should anyhow. After all a billion isk battleship deserves it :)

And actually, the reduction is TO 5 sec. You'll never take longer than 5 sec to start locking. Just another little thing that makes recons awesome!

There are very few level V skills that are absolutely vital and Cloaking isn't one of them. If they are not prerequisites for anything else I want and take more then a few days to train, I usually don't bother. I prefer flexibility over absolute specialization in a single direction, because that is the recipe to keep Eve fresh. If any level V skills are important, it are the racial ship skills (as they are prerequisites to T2 variants) and Gunnery skills (to open up specializations). Most other T2 modules can be fitted with skill level IV, or by training relatively short level V skills.
