How long does it take a Reprocessing Array to do its thing?

I saw 'Operational Duration' on the attributes tab and it says ten seconds. Does this mean an R Array can processing 200k of ore into minerals in ten seconds?

It's instantaneous. Pre-Crius it used to take time, but no longer.

Keep in mind you can only reprocess ore and ice in the array.

I also recommend filling it to capacity, if possible, for maximum yield; the array rounds differently than reprocessing at stations. I also compress the ore / ice to maximize the yield, but of course you don't have to do this if you don't have enough to fill the array.
