Agree 100%.

The majority of the game is so delightfully free, that it was really jarring to walk into Riften and find I could not possibly do the right thing. The Jarl says she hates them but won't give a quest to clear them out... so I actually just went down to the thieves guild's tavern (yes... the thieves guild operates from a well known tavern with a name and that the public/guards know about) and killed all of them, only to find NONE OF THEM COULD DIE. Every single member was a protected character who just went down on one knee for about 15sec then got back up at full health.

Much fail in that town.
