Fixed window mode - .yaml file

The settings file doesn't match up to what I am seeing on the forums to edit the fixed window setting externally. I do not currently have direct access to the host machine, hence the need to do this via the settings file.

Trying to remotely set to fixed windowed , but, this is what I have in my devices section:

Have tried changing a few things from what is posted above, but, anyone with any ideas as to how to enable fixed windowed?

If anyone has this enabled, can they link me their version of the above? Found in C:\Users\%username%\AppData\Local\CCP\EVE\c_program_files_ccp_eve_tranquility\settings

Windows 8:

In Windows Explorer - browse to %AppData%
\Local\CCP\EVE\c_program_files_ccp_eve_tranquility\settings

File is called core_public_.yaml

I'm not sure that core_public is the file being used to store the settings and not one of the .dat files. I tried changing around the settings and the core_public file didn't change right away even though the settings were saved.

Seems like it is the right file, same file with Fixed window enabled:
